BEHAVIOURAL INSIGHTS (BI) APPROACH CAN INCREASE THE EFFICIENCY OF PUBLIC SERVICE DELIVERY - KSN

PETALING JAYA, March 24 (Bernama) -- The National Conference on Behavioural Insights (BI) with the theme "Spearheading Efficient Public Policy Delivery" was officiated by Tan Sri Mohd Zuki bin Ali, Chief Secretary to the Government (KSN) on 23 March 2021. The virtual conference was organised by Malaysia Productivity Corporation (MPC).


The conference, which was attended by more than 2,000 participants from the public and private sectors, has achieved its objective in providing an in-depth understanding on the approach of Behavioural Insights (BI) in public policy to increase the efficiency of policy and regulatory delivery.


The approach of BI delves into human behaviour and its root in developing a policy. It is a systematic approach in which any formulated intervention in the policy goes through an experimental phase and detailed data collection before being enforced.


Chief Secretary to the Government (KSN), Tan Sri Mohd Zuki bin Ali, in his opening remarks said, "One of the government’s affirmative efforts is to improve policies and regulatory delivery for businesses to restart, sustain, and expand their operations. Developing quality policies and improving the existing rules and regulations are the means to pursue this purpose."


He added, "Behavioural Insights (BI) in the formulation of public policy has been widely used around the world and its application has led to high regulatory compliance. The application of the principles resulted in policies which are easily accepted by the people, while at the same time ease the burden of regulations and reduce government operating costs and use of resources.”


Tan Sri Mohd Zuki also launched ‘#MyLatihanMaya’, a Behavioural Insights Online Training Portal during the conference.


Since 2020, MPC has been mandated to drive the initiative in exploring the potential of BI approach in policy making.


MPC Director General, Dato’ Abdul Latif bin Haji Abu Seman said, “Moving forward, MPC has designed a 5-year roadmap of Behavioural Insights in public policy as one of the agendas in 12th Malaysia Plan 2021 – 2025. In materialising this, MPC shall continue to collaborate with the relevant ministries, government bodies, and private sectors."
